Single Diploma Measure Moves Through House

Monday marks the last day for Indiana lawmakers to move legislation out of the House of Representatives, and a handful of education measures received approval.

One of those bills, House Bill 1426, would address a change in federal graduation rate calculations. It would create a single high school diploma structure to meet those federal rules, and is a welcome solution to a problem many state and school officials have shared concern over in recent months.

State Board Approves School Grading System Proposal

Significant changes are in store for the state’s school grading system, but the State Board of Education had trouble finding a starting point at its first meeting of 2018.

The State Department of Education worked on a new education plan last year due to the federal Every Student Succeeds Act, or ESSA. That included possible changes to the way Indiana grades schools, but at their monthly meeting Wednesday, the Board of Education approved a plan with some key differences.

One part of Indiana’s education plan under the federal Every Student Succeeds Act, or ESSA, aims to reduce gaps in teacher effectiveness for low-income and minority students.

But a national research group has criticized the state’s final targets. The National Council of Teacher Quality says the state leaves minority students 4.3 percent more likely to be taught by ineffective teachers. Instead, it says, the state should update the plan to reflect the ultimate objective: elimination of those gaps.

The state will now consider chronic absenteeism and how non-native speakers are learning English when calculating school A-F grades.

These two changes come as part of the Department of Education’s draft plan for how the state will comply with the new federal Every Student Succeeds Act (ESSA), which replaces the old No Child Left Behind law.

Last week, state superintendent Glenda Ritz and State Board of Education member Byron Ernest went to D.C. for separate national conferences to learn what the new education law, the Every Student Succeeds Act (the re-write of No Child Left Behind) could meant here at home.

The national conferences align with ongoing federal negotiations that aim to translate ESSA’s broader mandates to the more specific changes that will be applied in each state.
