The city of Bloomington is one of only 47 in the nation that received a perfect score on the Human Rights Campaign’s Municipal Equality Index, an annual report grades cities on LGBT inclusion.

The report scores cities based on several factors, including non-discrimination laws, employment policies, inclusiveness of city services and law enforcement.

Seven of Indiana’s largest cities were included in the analysis. The average score in the state was 60 out of 100 points – that’s above the national average.

Bloomington, Indianapolis, and South Bend scored even higher.

But Freedom Indiana Spokesperson Jennifer Wagner says that’s not good enough. The grassroots group wants non-discrimination protections to be adopted at the state level.

"Freedom Indiana has been dedicated for months now to be very simple four words and comma solution, which would be simply updating our state’s civil rights code to include sexual orientation and gender identity," she says.

Republicans have introduced their own proposal that includes protection from discrimination based on sexual orientation and gender identity, but the bill includes exemptions for religious institutions.
